These people have no idea what to do without lawyers telling them what to do. They don’t know what the hell they’re doing. They’re not lawyers.

The agency has a mission, and the mission is to get drunks off the road. They also hire the judges. There’s no way you can get around those conflicts.

Most people would say, ‘they’re a bunch of drunk drivers, screw them. That’s exactly why we have constitutional rights — because the majority does want to go after people.
