We are conducting a preliminary inquiry in an effort to determine whether there were any violations of federal civil rights committed at the facility.

A standing part of any investigation is to look at any unsolved crimes and see if there’s any fit.

He was not suggesting any impropriety … he just wants to make sure an incident like this will not happen again.

Where he’s been is something we’re going to try to piece together over the next few weeks.
