At this point, your options seem to be not good and scarce. Your other option is living with it … and I think that’s what will happen.

They seem to be trying to replay the good-cop-bad-cop strategy the US and EU [European Union] used against them, but in their own way where they play both the good cop and the bad cop.

I certainly think they have the capability to push up American casualties without necessarily getting caught.
