It became a political issue. I guess I would characterize it as opinion versus fact.

There are always leaks. You always try to minimize it. We take pains to make sure that whatever we take out and treat gets used appropriately and doesn’t get wasted.

It was ugly. It was obvious that there was some need to improve the storm drainage system for the city.
