I think it’s important to have an identity, for a character to develop…a brand for the centre of the city.

Tis not the meat, but ’tis the appetite Makes eating a delight

The challenge we’ve got is to start turning that around and I don’t think that relates just to retail, it applies to the whole centre of the city.
