I think half a billion dollars is still a significant amount of money. Citizens pay attention to how much their property taxes are, particularly when your property (value) is going up pretty dramatically.

In order to be a viable statewide candidate, you have to be able to raise money so you can get your message out. And that is separate and distinct from what happens during session.
