The whole philosophy is that North Carolina was judged as spending too much money on institutional care instead of community care. So you downsize the institutions.

A lot of those could be treated out in the communities.

I see us as in a transition phase. It’s not all there, not all together, yet.

There’s been a tremendous enthusiasm about it. I think we have a lot going for us.
