I don’t think there would be any problem from our standpoint with providing an export permit if the animals were going to a place that was suitable for housing the bears.

What this tells us is that we seem to be catching this at an early stage.

That’s the kind of thing that gives hunting a bad name, and makes our ability to use hunting as an effective population management tool much less effective.
